Chancellor Rachel Reeves has signalled a clear ambition to drive investment into the UK economy—and ISAs may soon be part of that plan. While no formal changes have been announced, a consultation is expected, and possible reforms are already being discussed.
So, what could this mean for you?
A quick reminder on ISAs.
ISAs have been around since 1999 and remain a popular, tax-efficient way to save or invest. You can save up to £20,000 annually across Cash, Stocks & Shares, Lifetime, and Innovative Finance ISAs.
The appeal? No tax on interest, dividends, or capital gains. But changes may be coming.
What’s on the table?
- Cash ISAs could face restrictions, shifting emphasis to investment-based ISAs. This may not suit everyone—especially cautious savers.
- An overall cap on ISA holdings (e.g. £100,000) could be introduced, limiting how much you can shelter from tax in the long term.
- Simplification of the ISA landscape might streamline options but reduce flexibility for savers with more tailored goals.

Why the rethink?
The government wants to encourage more people to invest in UK businesses, helping to boost the economy. Redirecting cash into equities is one way they’re looking to do that.
What should you do now?
